Pipeline Construction

In order to maintain the supply infrastructure at a high technical level, investments in rehabilitation and in the expansion of networks are necessary. At the same time an efficient handling of the financial means available for the rehabilitation is expected. An important objective of the aquabench process benchmarking for pipeline construction therefore lies in the identification of potential for optimisation with the costs for pipeline construction projects.

Through the participation in the process benchmarking for pipeline construction you obtain a definition of the position from which, for example, you can extract how your planning and construction costs are depicted in comparison with other network operators. In addition, within the framework of a root cause analysis, you can identify your branch peculiarities in the composition of the project costs in direct exchange of experience with colleagues. Subsequently, the findings serve to derive concrete measures. To this belongs, for example, the review of own technical solutions.

To the developed system belong:

  • a consideration of the construction and investment activities as well as the engineering services related to all pipeline construction measures in one year (company level)
  • a consideration of the construction service and engineering costs, continuous planning and execution of construction work, keeping to budget as well as aspects of award of contract of selected construction measures in one year (project level)
  • influencing factors for the analysis of the results at company and project levels.


The system of process benchmarking for pipeline construction is based on the existing experiences of process benchmarking for sewer construction since 2002. In the area of sewer construction, participants can access in total over 1,400 sewer construction projects for evaluations. Process benchmarking for pipeline construction was initiated and successfully carried out for the first time as pilot project in 2008 by the Berliner Wasserbetrieben [Berlin Water Operations] and Hamburg Wasser [Hamburg Water] with focus on water pipeline projects. An expansion of the system to multi-sector companies is the logical further development of this project.
