Strengthening the efficiency of municipal administration
A modern administration and an integrated management system is the lifeline of a modern supply and/or disposal concern. Structures must fulfil their tasks objective-oriented and efficiently. This purpose is served by process benchmarking administration, which is being carried out for the first time as pilot project in Rheinland-Pfalz for the wastewater disposal. Target group of this project are small to medium-sized disposal companies. The survey effort is matched to the target group.
A deepened investigation of all relevant main and sub-processes directly relevant for the administration is offered to the companies taking part for the survey year 2007. With this, in detail, the main process management and central functions/assignments, personnel and social functions, commercial functions and customer functions with regard to operational expenditure and employment of human resources, are investigated with regard to their efficiency.
Through concrete root cause analyses and action planning it is the declared aim to support further the optimisation of business processes in municipal administration.
A further focus lies on the operational and organisational structure of a wastewater concern, whose intensity is reflected in the level of the organisation of a concern. Basis is formed by the DWA Advisory Leaflet M (1000) “Requirements on the Qualification and Organisation of Operators of Wastewater Facilities” (12/05). Principal item is formed by a branch-specific manual with 150 questions in the general part as well as 99 questions in the wastewater-specific part, which leads to a self-assessment of the wastewater concern. With the processing of the questions the weaknesses of the concern with regard to the organisational regulation and documentation become clear. The problems are discussed within the circle of participants and an exchange of experience is possible. Here the suitability of the technical security management (TSM) for small and medium-sized wastewater concerns and the lavishness of the company’s internal process are also taken into account.
Thus, for the first time, a first location positioning in this branch and with this an early adjustment of the existing system to a possible integrated future certification is facilitated for the participating companies.
The process benchmarking administration is offered in 2009 both for the sector wastewater disposal as well as for water supply companies.
